1. The College Council shall consist of the Principal, and all others members of the faculty.

  2. The Principal shall be the ex officio President of Council. The Council shall nominate one of its members as Secretary. The members so appointed shall hold office for one year, shall hold the office till fresh nomination.

  3. The general administration of the College shall vest in the Principal subject to control of Government. Some of the general! administrative work of the College may be distributed by the Principal among the members of the Council to be done under the general supervision of the Principal, e.g., library, athletics, maintenance of buildings and grounds, etc.

  4. Council is empowered to consider and report on any questiOl1 concerning the College whether as regards accommodation, course of instruction or discipline; but it shall not interfere with the general administration of the College except when such authority is entrusted to :t by the Principal.

  5. All questions of promotion, term certificates and award of scholarships, prizes and medals shall be decided by the Council.

  6. Cases of serious misconduct on the part of students involving the loss of their term certificates or their removal or expulsion from the College shall be dealt with by the Principal, ordinarily in consultation with the Council.

  7.  Meeting of the Council shall be convened at such time as the Principal may consider necessary. He shall also convene a meeting when . required to do so by the Government, or on written requisition of not less than two of the members.

  8.  It shall be the duty of the Secretary to give notice of the meeting of the Council, to keep a report of the proceeding of such meetings and to. forward through the Principal a copy of the proceeding to the Government.

  9.  Not less than three clear days` notice of a meeting shall ordinarily be given to each of the members. . The notice shall be accompanied by an Agenda paper showing the business to be transacted at the meeting together with any papers that may be necessary of reference.

  10.  The President. or in his absence the Senior Professors-in-charge shall ta.ke the Chair at the meetings of the Council.

  11. Not less than a majority of the members shall fonn quorum and all questions shall be decided by the majority of the votes of the members present. If the votes including the vote of Chairman are equally divided, the Chainnan shall have a casting vote. The Principal may overrule any decision of the College Council; but in such case he shall make a report to Government setting forth his reason for doing so.

  12. The Chairman shall be sole Judge on any point of order. He may call any member to order and shall have power to take such action as may be necessary to enforce his decision.

  13. The Principal shall have cha`rge of the office records and correspondence of the College. The members of the Council shall have access to the records during the days and hours to be fixed by the Principal provided, however that no member shall have access to confidential records or corr~pondence without the special permission of the Principal.

  14. The budget shall be framed by the Principal in consultation with the Council and forward to Government.

  15. Notwithstanding anything contained in the foregoing rules it shall be competent to the Principal to dispose of any matter which should ordinarily be disposed of by the Council, but which in his opinion is so emergent in nature that it cannot be put off.

  16. The College has an Anti-Raggi Cell and an Anti-Ragging Committee constituted in accordance with the regulations and guideline laid down by the UGC and the Governments. Complaints of ragging can be lodged with the Principal or the Chairperson of Anti-Ragging Committee or to any of the members of the faculty.

  17. The College has also an anti-harassment cell constituted in accordance with the sexual harrassment of women at work place (Prevention, Prohibition and Redressal Act, 2013). The complaint of harrassment can be lodged to the Principal or to the Chairperson.

  18. The College has a Student`s Grievance Cell for redressing complaints against internal assessment. The Principal is the Appellate Authority.

  19. The College has an active Parents Teachers Association to assis: the Principal in all the welfare activities of the College.
